William Moyes (Executive Chairman)
Dr Moyes was appointed Executive Chairman in December 2003. He was previously Director-General of the British Retail Consortium from 2000 to 2003 and Head of the Infrastructure Investments Department at the Bank of Scotland. He joined the British Linen Bank (a wholly-owned subsidiary of the Bank of Scotland) in 1994.

Before that, William held a variety of posts in the Scottish Office, including Director of Strategy and Performance Management in the Management Executive of the NHS in Scotland. He joined the Civil Service in 1974 in what was the Department of the Environment and was a member of the economic secretariat in the Cabinet Office between 1980 and 1983.

Stephen Hay (Chief Operating Officer)
Stephen is responsible for the regulatory operations of Monitor. This covers the assessment and authorisation of applicants for foundation trust status, monitoring the compliance of authorised NHS foundation trusts and managing intervention where required.

Stephen worked at Monitor on an interim basis, on secondment from KPMG, from December 2003 and was appointed on a permanent basis in October 2004.

A qualified Chartered Accountant, since 1988 Stephen worked with KPMG, latterly as a Director within the Transaction Services Department. He has advised the boards of corporate and private equity houses and his portfolio of financial experience is wide-ranging and includes mergers and acquisitions, due diligence, IPOs, and risk assessment.

Adrian Masters (Director of Strategy)
Adrian's role is to ensure that Monitor develops a regulatory policy that enables foundation trusts to innovate and deliver better healthcare for patients. This includes contributing to those areas of wider healthcare reform which impact on foundation trust performance.

Adrian was previously Director of the Health Team in the Prime Minister's Delivery Unit. Prior to that, Adrian's career included spells with McKinsey, IBM and Price Waterhouse. He qualified as an accountant, and has an MBA from Stanford.

Kate Moore (Director of Legal Services)
Kate, a solicitor, joined Monitor in September 2004 on a permanent basis as Head of Legal Services. Kate provides legal advice to the Board and the Senior Management Team on delivering Monitor's functions within the powers laid down in the National Health Service Act 2006. This includes providing input into the legal aspects of the application, monitoring and intervention processes.

Kate has extensive experience of regulatory, litigation and public law gained through her previous roles at city law firms, as Director of Legal at the Investors Compensation Scheme and as a principal consultant with KPMG.

Janet Polson (Head of Human Resources)
Janet is responsible for providing a comprehensive human resources function within Monitor. This includes recruitment and selection, pay, individual performance management systems and training and development. Janet advises the senior management team on compliance with employment law and adopting best HR policies and practices. She is also responsible for overseeing the provision of the back-office corporate support services.

Janet is a qualified HR professional with extensive experience of leading HR teams within various organisations in the NHS, including at board level. She has also worked in the Department of Health, where she was involved in handling change management programmes.

Rebecca Gray (Director of Public Affairs and Communications)
Rebecca's role at Monitor is to shape and lead the communications strategy, to support the organisation's corporate plan

Rebecca started her career as a parliamentary researcher. She then went on to hold a number of roles in national voluntary sector organisations, including four years as Head of Public Affairs and Public Relations at the Alzheimer's Society, before moving to the Commission for Health Improvement in 2001 as Deputy Director of Communications. After a secondment to the Department of Health transition team setting up the Healthcare Commission, where she led on communications, she joined the Commission as Head of Communications Delivery and Campaigns in 2004. Rebecca remained in this role until she joined Monitor in 2007.


In common with other public bodies, Monitor has arrangements under which Management members' potential conflicts of interest can be recognised and managed.
