Senior Management Team

Monitor's Senior Management Team is currently made up of six members.

  • Dr David Bennett (Interim Chief Executive)

    David Bennett - Interim Chief ExecutiveDr David Bennett is the interim Chief Executive at Monitor.

    David was, up until 1 March 2010, the Chairman of The 10 Partnership, a company that provides strategic and operational support to the public sector, particularly in health. In addition, he advised boards on critical strategic and organisational matters, including working with Monitor’s Board over the last two years.

    Previously, David was the non-political Chief Policy Advisor to Prime Minister Tony Blair and Head of the Policy Directorate and the Strategy Unit in 10 Downing Street. Before this role, David was a senior partner at McKinsey & Co. In his 18 years with the firm he served a wide range of companies in most industry sectors, but with a particular focus on regulated, technology-intensive industries. Nearly all of this work was at board level, focusing on strategy, organisation and high-level operational issues.


  • Stephen Hay (Chief Operating Officer)

    Stephen Hay (Chief Operating Officer)Stephen is responsible for the regulatory operations of Monitor. This covers the assessment and authorisation of applicants for foundation trust status, monitoring the compliance of authorised NHS foundation trusts and managing intervention where required. Stephen worked at Monitor on an interim basis, on secondment from KPMG, from December 2003 and was appointed on a permanent basis in October 2004.

    A qualified Chartered Accountant, since 1988 Stephen worked with KPMG, latterly as a Director within the Transaction Services Department. He has advised the boards of corporate and private equity houses and his portfolio of financial experience is wide-ranging and includes mergers and acquisitions, due diligence, IPOs, and risk assessment.


  • Adrian Masters (Director of Strategy)

    Adrian Masters (Director of Strategy)Adrian's role is to ensure that Monitor develops a regulatory policy that enables foundation trusts to innovate and deliver better healthcare for patients and service users. This includes contributing to those areas of wider healthcare reform which impact on foundation trust performance.

    Adrian was previously Director of the Health Team in the Prime Minister's Delivery Unit. Prior to that, Adrian's career included spells with McKinsey, IBM and Price Waterhouse. He qualified as an accountant, and has an MBA from Stanford University.


  • Kate Moore (Director of Legal Services)

    Kate Moore (Director of Legal Services)Kate, a solicitor, joined Monitor in September 2004 on a permanent basis as Head of Legal Services. Kate provides legal advice to the Board and the Senior Management Team on delivering Monitor's functions within the powers laid down in the National Health Service Act 2006. This includes providing input into the legal aspects of the application, monitoring and intervention processes.

    Kate has extensive experience of regulatory, litigation and public law gained through her previous roles at city law firms, as Director of Legal at the Investors Compensation Scheme and as a principal consultant with KPMG.


  • Janet Polson (Director of Human Resources and Corporate Services)

    Janet Polson (Director of Human Resources and Corporate Services)Janet is responsible for providing a comprehensive human resources function within Monitor. This includes recruitment and selection, pay, individual performance management systems and training and development. Janet advises the Senior Management Team on compliance with employment law and adopting best HR policies and practices. She is also responsible for corporate support services and the provision of back-office functions.

    Janet is a qualified HR professional with extensive experience of leading HR teams within various organisations in the NHS, including at board level. She has also worked in the Department of Health, where she was involved in handling change management programmes.


  • Sue Meeson (Director of Public Affairs and Communications)

    Sue Meeson (Director of Public Affairs and Communications)Sue leads Monitor’s communications work, ensuring that it supports the business strategy and acts as an enabler in the achievement of business objectives. Sue advises the Board and Senior Management Team on communications strategy and tactics as well as leading an integrated programme to build understanding of Monitor’s role among key stakeholders.

    Sue was previously Director of Communications for the Legal Services Commission, which runs the legal aid system, and held a variety of corporate communication roles with Unilever. Her experience covers all aspects of internal and external communications, including media relations, change communications, public affairs and stakeholder engagement.


Regulating the Senior Management Team

In common with other public bodies, Monitor has strict policies under which Senior Management Team members' potential conflicts of interest can be recognised and managed.
