Monitor's Board consists of members appointed by the Secretary of State for Health. It comprises five non-executive directors
 

Monitor’s Board members

  • Dr David Bennett - Chair 

    David was appointed to Monitor's Board by the Secretary of State for Health, Andrew Lansley, with effect from 1 March 2011. Until a permanent Chief Executive is appointed, David will also continue to act as Monitor's Interim Chief Executive.

    David Bennett - Interim Chief ExecutiveDavid was, up until 1 March 2010, the Chairman of The 10 Partnership, a company that provided strategic and operational support to the public sector, particularly in health. In addition, he advised boards on critical strategic and organisational matters, including working with Monitor’s Board during the previous two years.

    Before that, David was the non-political Chief Policy Advisor to the former Prime Minister Tony Blair and Head of the Policy Directorate and the Strategy Unit in 10 Downing Street. Previously, David was a senior partner at McKinsey & Co. In his 18 years with the firm he served a wide range of companies in most industry sectors, but with a particular focus on regulated, technology-intensive industries. Nearly all of this work was at board level, focusing on strategy, organisation and high-level operational issues. 


  • Christopher Mellor - Deputy Chair (Non-Executive Director)

    After an initial three-year appointment from May 2004, Chris was re-appointed to Monitor’s Board from 10 May 2007, for a period of four years.

    In order to provide stability and experience to the Board as Monitor's role evolves, Chris' appointment was extended by the Department of Health until 31 March 2012.

    Mr Christopher Mellor - Deputy Chair (Non-Executive  Director)Chris has been chair of Monitor's Compliance Board Committee since it was established in February 2010. He also chairs the Remuneration Committee and is a member of the Audit and Risk Committee, the Honours Committee and Nominations Committee.

    Chris was Non-Executive Chair of Northern Ireland Water Ltd until March 2010 and Senior Independent Non-Executive Director of Grontmij UK Ltd, the consultant engineering firm, from April 2004 until November 2010. He retired as Chief Executive of Anglian Water Group plc in March 2003, after 13 years with the company. Previously he was a Non-Executive Director of Addenbrooke’s NHS Trust between 1994 and 1998, where he was Chair of the Audit Committee. Chris was also a member of the Government’s Advisory Committee on Business and the Environment.


  • Stephen Thornton (Non-Executive Director)

    Stephen joined Monitor on 1 October 2006 for three years and was re-appointed from 1 October 2009 for a period of four years.Mr Stephen Thornton (Non-Executive Director)

    Stephen is a member of Monitor’s Compliance Board Committee (established in February 2010) and the Honours Committee.

    Stephen is Chief Executive of The Health Foundation, which is an independent healthcare charitable foundation working to improve the quality of healthcare in the UK. He is also a member of the Department of Health’s National Quality Board.

    He has held various senior executive NHS management and board positions over the last 15 years. He was Chief Executive of Cambridge & Huntingdon Health Authority from 1993 to 1997, and Chief Executive of the NHS Confederation from 1997 to 2001. He was a Commissioner on the board of the Healthcare Commission from February 2004 until July 2006.


  • Jude Goffe (Non-Executive Director)

    After an initial four-year appointment from July 2004, Jude was re-appointed to Monitor’s Board from 8 May 2008 for a period of four years.

    Ms Jude Goffe (Non-Executive Director)Jude chairs Monitor’s Audit and Risk Committee and is a member of the Remuneration Committee.

    A venture capital and corporate adviser, Jude is also a trustee of the King’s Fund. She has previously served as a Non-Executive Director of the Independent Television Commission and a Non-Executive Director of Moorfields Eye Hospital NHS Trust from 1994 to 2004. Jude also chaired the Trust’s Audit and Commercial Services Committees and was a member of its Remuneration Committee. Between 1984 and 1991 she was employed by the 3i Group plc in a number of investment roles, culminating in the position of Investment Director. Jude is a chartered accountant by profession.

     


  • Sigurd Reinton (Non-Executive Director) 

    Sigurd Reinton (Non-Executive Director)Sigurd Reinton is a director of NATS Holdings, which provides the air traffic control services for UK and North Atlantic airspace, and for the main UK airports. At NATS, he serves on the Audit and Nominations Committees and chairs the Stakeholder Council.

    He was Chairman of the London Ambulance Service NHS Trust for ten years until 2009 and before that of Mayday University Hospitals NHS Trust. He was a member of the Board of the Ambulance Services Network and of the advisory board of The Foundation.  He was a member of the Council of the NHS Confederation from 1998 to 2007 and was the lead for London. He was previously a Director (senior partner) at McKinsey & Company. Sigurd Reinton currently holds an additional Ministerial appointment with the National Air Traffic Services Ltd and has done since 2007
