We will also involve other experts such as the Care Quality Commission, the DH Intensive Support Teams or independent financial advisers as appropriate. Where a commissioner brings to our attention a matter which does not fall within our regulatory remit or objectives at that time, we will confirm this.

In addition to the ongoing meetings between commissioners and Monitor’s relationship managers, at which in the main individual NHS foundation trusts are discussed, Monitor would be happy to meet with groups of commissioners to discuss more general areas of common interest. This may include the approach to investments, mergers and acquisitions, how commissioners and Monitor can work together to deliver improvements in quality, our approach to contractual and non-contractual arrangements and disputes and our escalation and intervention procedures.
