Monitor, the independent regulator of NHS foundation trusts, has today used its formal powers to appoint Antony Sumara as Chief Executive of Mid Staffordshire NHS Foundation Trust.
This follows yesterday’s announcement by the Trust of the appointment of Sir Stephen Moss as its new Chair. Both Sir Stephen and Antony Sumara will take up their new posts on 1 August.
In appointing Mr Sumara, Monitor’s Board has taken action to ensure the Trust has full time leadership in place to take it through the next phase of its recovery. The new Chair and Chief Executive will build on the good progress made by the Interim Chair, David Stone, and Interim Chief Executive, Eric Morton, to successfully deliver the trust’s Transformation Plan.
Welcoming the appointment of the new leadership team, Dr William Moyes, Executive Chair of Monitor, said:

“David Stone and Eric Morton have done a great job in stabilising the Trust and putting in place the foundations for significant improvement. We’re very grateful to them both for taking on the challenge and for the immense commitment they’ve shown to Mid-Staffordshire NHS Foundation Trust over the last five months.”
Monitor has worked closely with the Trust and other partners to identify the right candidate for this position. Antony Sumara is currently Chief Executive of NHS Interim Management and Support, and Director of Turnaround, NHS London. He has over 25 years experience of senior level NHS management in acute hospitals, primary care trusts and strategic health authorities, and was previously Chief Executive of University Hospitals of North Staffordshire NHS Trust.
Sir Stephen Moss has been a Non-Executive Director at Mid Staffordshire NHS Foundation Trust since February 2009. He was born in Staffordshire and has spent 40 years working in the NHS, primarily as a nurse and nursing leader. He was Director of Nursing and Patient Services and later Acting Chief Executive at Queen’s Medical Centre, Nottingham.
Monitor will continue to hold Mid Staffordshire NHS Foundation Trust to account at each step towards delivery of its Transformation Plan, which addresses the recommendations made by Professor George Alberti, Dr David Colin-Thomé and the Healthcare Commission. The Care Quality Commission will be reviewing further progress at the Trust at six months and twelve months following the publication of the Healthcare Commission’s report. We are meeting with the Trust Board at least monthly and keeping speed and effectiveness of implementation under constant review.
