Monitor issues further intervention notice at Royal National Hospital for Rheumatic Diseases

Monitor has today intervened at the Royal National Hospital for Rheumatic Diseases NHS Foundation Trust (RNHRD) to appoint:

  • Kirsty Matthews as Interim CEO; and
  • Stephen Cole as Interim Chair.

In September 2008, Peter Hill, Director of Operations and Deputy Chief Executive of Salisbury NHS Foundation Trust was seconded to RNHRD as interim CEO. Peter Hill’s secondment will cease at the end of April 2009 and he will return to his full time position at Salisbury NHS Foundation Trust. The view of the trust and Monitor is that Peter Hill’s imminent departure as interim CEO will create a pivotal gap in the trust’s executive leadership, at a time of critical challenge for the hospital as it decides upon a partner organisation for merger and its future strategic direction. For these reasons, in discussion with the Board and the Governors, the intervention was necessary.

In December 2008, the regulator used its powers to appoint Kirsty Matthews as interim Chair and Stephen Cole as interim Director of Corporate Strategy. Both interim appointments have been terminated by Monitor to enable Kirsty and Stephen to take up these new roles at the trust with immediate effect.

Monitor first intervened in August 2008 following serious concerns as to financial governance at the trust.

RNHRD faces a number of significant and immediate challenges, namely:

  • the delivery of a demanding recovery plan, which was required by Monitor further to the statutory intervention in August 2008;
  • a potential merger with another organisation; and
  • changes to tariff in the current financial year, which impact on the specialist services provided by the trust.

For this reason, both Monitor and the trust agreed that it must have in place within a very short timeframe a credible interim CEO to lead and manage the trust operationally and a strong and independent strategic leadership from the chair.
