This leaflet is for Local Involvement Networks (LINks). It provides information on Monitor's role and NHS foundation trusts.

This leaflet describes the three main strands of Monitor's role:

  • Determining whether a trust is ready to become an NHS foundation trust;
  • Ensuring that NHS foundation trusts comply with the conditions they signed up to; and
  • Supporting the development of NHS foundation trusts.

It describes in detail how Monitor regulates NHS foundation trusts and outlines our formal powers.

The leaflet also describes how LINks can work with NHS foundation trusts, and in particular governors. Governors in many NHS foundation trusts work with LINks to ensure that relevant concerns, as well as suggestions for service improvements, are raised appropriately.
