Summary of consultation responses
We received 68 responses to this consultation, which closed on 25 January 2010. Of the responses received, 71% were from NHS foundation trusts.
A majority of those who responded indicated they were broadly content with the proposals. However, concerns were raised, for example, the timing of the introduction of the requirements.
We have consolidated the comments received and comment on these in the summary of consultation responses, available below.
We have used the responses to help shape our final additional annual reporting guidance for 2009-10. In particular we have responded to concerns on the timing of the introduction of reporting against the NHS Constitution, and this requirement will now come into effect for the 2010-11 annual reports onwards.
The summary of consultation responses includes the final guidance on the following annual reporting requirements which apply to the 2009-10 annual reports:

2. Sustainability/Climate change
3. Equality and diversity
4. NHS staff survey
5. Regulatory ratings
This final guidance for foundation trusts is detailed in Appendix C of the summary of consultation responses. This guidance will be incorporated in the NHS Foundation Trust Annual Reporting Manual (previously called the NHS Foundation Trust Financial Reporting Manual), which will shortly be available on our website.
