Consultation on an update to the Guide for Applicants – Quality Governance

The proposals for the update to the Guide for Applicants – Quality Governance comprise three elements:

  1. a proposed definition of quality governance and a quality governance framework;
  2. our approach to quality governance in the assessment of applicant foundation trusts; and
  3. an outline of the detailed guidance to be included in the Guide for Applicants.

Our proposals will require applicants to provide:

  • a self-certification on quality governance;
  • an accompanying board memorandum which explains the board’s approach to quality governance, which enables the trust board to sign the self certification statement; and
  • direct evidence supporting their responses.

Monitor will pilot this approach with four foundation Trusts during the consultation period. Our work in this area will inform the National Quality Board's work on improving quality governance.

If the proposals are adopted following this consultation exercise, they will be incorporated into an updated version of the Guide for Applicants and will apply to applicant foundation trusts referred to Monitor after 1 June 2010.
