This guidance explains how Monitor will assess any merger plan involving one or more foundation trusts.
The document outlines a rigorous assessment process to review both the quality of the merger plan and the likelihood of its successful execution, using a risk management approach, to ensure that the new NHS foundation trust meets these requirements. Where merger approval is given, the pre-merger trusts will be dissolved and a new NHS foundation trust will be created. In accordance with the legislation, the combined entity needs to be legally constituted, financially viable and well governed.
