This document details how Monitor proposed to develop the Compliance Framework.
Our proposals underlined the full responsibility of foundation trust boards for all aspects of the operations of their trust including clinical quality and service performance. We outlined how we would ensure boards undertake this responsibility and how we might intervene if they do not.
The document also sets out how Monitor proposed to assess the governance risks faced by an NHS foundation trust in relation to the delivery of national targets and core standards.
