Annual planning

Every year, NHS foundation trusts are required to submit three-year plans to Monitor, which set out their financial and strategic plans. It is vital that these plans are responsive to the challenging financial landscape.

We review foundation trusts’ three-year plans and assign and publish financial and governance risk ratings based on the annual plan submissions. The effectiveness with which NHS foundation trusts plan for the future forms an important part of our assessment of actual and potential risk to the terms of authorisation.

Where there are apparent weaknesses in the planning processes, or where plans demonstrate significant risks to the terms of authorisation, our review of plans will necessarily be more intense.

We publish a summary review and a key themes document that highlight areas of interest and/or concern from across the sector, based on the annual plan submissions.
