We started engaging with stakeholders in November 2011 with the publication of Developing the new NHS Provider Licence: A Framework Document. Initial engagement on the Framework closed on 12 December 2011 and we published a summary of responses which set out our reflections on the responses we received, demonstrated how we have adapted our proposals as a result and sought to offer clarification where possible.
On 16 December 2011, we published the first setof our licensing conditions documents which represent our early thinking on these key areas. On 6 February 2012, we published the second set of licence conditions:
In May 2012 we published a summary of responses on the draft licence conditions. This is the final document that we will publish as part of our informal stakeholder engagement process. We will use your feedback to develop and improve the proposals during the coming months. During this time we will also carry out further engagement and research that will help us decide how to move forward.
We will issue full revised proposals and supporting information as part of our statutory consultation on the provider licence which will begin later in 2012. At the same time or shortly afterwards, we will publish our assessment of the impact of the proposed provider licence conditions.
In addition, other organisations will be releasing proposals or engagement documents that relate to our licence. For example, the Department of Health will consult later in the year on which types of provider it proposes to exempt from holding a licence.

As part of our broader engagement activity with stakeholders we held four regional events to help develop our proposals for the provider licence. The following documents contain an overview and key themes from each event and the speaker presentation pack:
